Sorry for the delay in getting to this. Please see if the rrul_var test introduced in d06e0b6 solves this for you.

Specifically, you should be able to run this:

flent rrul_var --test-parameter bidir_streams=7 --test-parameter markings=11,13,15,17,19,10,1

to get what you're after :)
